As of April 2025, the Costa Blanca region in Spain has implemented stringent regulations for tourist rental properties under Decree-Law 9/2024, effective from August 2, 2024. These changes aim to control the proliferation of short-term rentals and ensure sustainable tourism practices.​

Key Regulations for Tourist Rentals

  1. Maximum Stay Limit: Tourist rentals are restricted to a maximum of 10 consecutive days per guest. Renting out individual rooms or parts of a property is prohibited; only entire properties may be rented for tourism purposes. ​
  1. License Validity and Renewal: Tourist licenses are valid for five years. Renewal requires approval from both the municipality and the homeowners’ association. Existing licenses obtained before August 2, 2024, are exempt from immediate renewal until 2029. ​
  1. Non-Transferable Licenses: Licenses are not transferable upon property sale. New owners must apply for a new tourist rental license, subject to local regulations and availability. ​
  1. Mandatory Requirements:
    • Properties must meet specific safety and comfort standards, including emergency evacuation plans, 24-hour contact availability, and necessary appliances.
    • Key boxes are banned; in-person check-ins are mandatory.
    • Properties must be advertised within two months of obtaining the license. ​
  1. Municipal Restrictions: Several municipalities, including Altea and L’Alfàs del Pi, have suspended the issuance of new tourist rental licenses for up to two years to address concerns over housing shortages and community impact. ​
  1. Community Approval: From April 3, 2025, property owners must obtain approval from at least 60% of their neighbors to operate a tourist rental in residential communities. ​
